Abstract

This research entitled " The Influence Of Human Resources Development Toward Effectiveness Of Work Employees At Department Of The Environment Of Sukabumi City ". This research is motivated by the interest of researchers on the problems that occurred in the Environment of Sukabumi City about the less effective work effectiveness of environmental pollution control, such as: low work productivity, satisfaction in service not yet optimal, inefficient work completion, ability and development of resources humans are still not optimal. This study uses the theory of human resource development from Armstrong which includes learning dimensions, education, development and training. While the effectiveness theory of Sedarmayanti which include dimensions of quality, productivity, efficiency, satisfaction, adaptability, development. The research method used is survey method, with associative quantitative approach. The researcher uses incidental sampling sampling technique to 59 employees of Environment Department and for data collection technique using observation, interview, questionnaire and library study. The result of this research indicates that human resource development has significant effect on the effectiveness of environmental pollution control, with the result of analysis obtained correlation coefficient which show very strong relation and coefficient value of determination 66,4%. The conclusion of this study stated that the development of human resources in Department Of The Environment has been done well, with the highest score on the education dimension and the lowest score is in the training dimension. The effectiveness has gone well, with the highest dimension on development dimension and lowest score on efficiency dimension. The researcher recommends that the Sukabumi City Environmental Office further improve the ability of employees by holding intensive training and employees should be better able to provide services and do the job on time.
