Abstract

The high activity in the downtown area affects the large vehicle traffic of the surrounding regions. As a result, many consumers use parking lots to store their vehicles. Parking management is usually done by the local government the result will be a restriction for local government. But in reality there are some parking lots managed by private companies and usually a lot going on in certain shopping malls. In case of loss of business, the parking provider does not want to be responsible for the reason because the standard clause in the park ticket. The standard clause in the parking ticket is very detrimental to the consumer, which should be the consumers get a liability from the parking manager but in fact the consumer does not obtain its rights in accordance with the law No. 8 year 1999 on consumer Protection. The study uses a normative yiridis research approach. The data used in this study are primary data and secondary data. Termaksuk data is taken in a langsunng in Sukabumi city police, Polsek Cikole Sukabumi City, and the victims were elected to be researched by researchers. While data processing is used by means of data selection, data classification and data preparation. Data processing results are analyzed qualitatively. From this research shows the conclusion that the responsibility form of the parking manager can be seen in advance vehicles 2 or 4 wheeled wheels. If there is a loss of motor vehicle then done by parking managers is to negotiate with the consumer. Based on the results of the research on the form of responsibility of the parking manager itself does not comply with the law No. 8 year 1999 on consumer protection because the parking manager does not carry out its obligations are clearly written in the law in force.This writing is expected that the city government of Sukabumi can make local regulation governing the maintenance of parking in Sukabumi city. During this time the government only set about parking tax. With the regulation of the district will make parking managers and consumers become aware of their rights and obligations.
