Abstract

Minimum Service Standards (MSS) in the health sector are one of the national strategic programs, performance achievements in fulfilling the quality of service for each type of MSS basic service must be 100% every year. This study aims to measure the effectiveness of SPM in handling non-communicable diseases (NCDs) at the UPTD Puskesmas Citarik. Based on initial observations, the achievement of NCDs health services in 2022 has not met the target. The implementation of MSS in handling NCDs has not been effective. The theory used in this study is Duncan's Effectiveness theory with three indicators, namely goal achievement, integration and adaptation. This study used a qualitative research method with a descriptive approach. The data collection techniques of this research are observation, interviews and documentation, in determining the informant setting the researcher uses a non-probability sampling design with snowball sampling techniques, there are 7 informants in this study, with data validation techniques using source triangulation and technique triangulation, The results of this study indicate that in measuring the achievement of goals, MSS achievements in 2022 for services for patients with hypertension are 7.77% served according to standards, while for services for patients with Diabetes Mellitus exceed the specified target of 151% served according to standards. As for integration, socialization with community targets has not been carried out thoroughly and evenly, while based on the measurement of adaptation in quantity, the number of Posbindu cadres has not been fulfilled. As a development of research related to SPM, it is expected to conduct further research related to MSS indicators that have not been researched.KEYWORDSEffectiveness,Public Service,Minimum Service Standards, Non-Communicable DiseasesThis is an open access article under the CC–BY-SAlicense
