Abstract
The research is entitled "The Effectiveness of the Work of the Consulate General of the Republic of Indonesia (KJRI) in Handling Cases of Indonesian Citizens (WNI) Without Travel Documents in Johor Bahru Malaysia". The research was aimed at providing an overview of the cases and causes of Indonesian citizens without travel documents, handling procedures and the effectiveness of the handling of work as well as factors that affected the effectiveness of the Indonesian Consulate General in handling cases of Indonesian citizens without travel documents in Johor Bahru, Malaysia. The background of the research were as follows : (1) An increment in the number of applicants’ Travel Letters Passport (SPLP) intended for Indonesian citizens who did not have Travel Documents in Johor Bahru Malaysia from July, and so on until December 2019 (2) There constraints in the process of utilizing available resources. The method used in this study was a qualitative method by applying data collection techniques through observation, interviews and documentation. To determine the informants, the research deployed a non-probability sampling design with snawball sampling technique. The theory used in the research was the theory of Organizational Effectiveness (Richard M Steers, 1985: 206) elaborating the four dimensions, namely Adaptation Capability, Productivity, Job Satisfaction, and Resource Search and Utilization. The results of the research indicate that the performance of the Indonesian Consulate General in Johor Bahru in handling cases of Indonesian citizens without travel documents has good adaptability, productivity and job satisfaction. However, in the implementation, there are still problems in the process of resource utilization such as the limitations of Human Resources and other Resources that support the process of making Travel Documents. The factors driving the effectiveness of the Consulate General in handling cases of Indonesian citizens without Travel Documents in Johor Bahru Malaysia are: (1) Systemic Support (2) Supervision (3) Work Evaluation (4) Management Support (5) Teamwrok. While the inhibiting factors are: (1) Access to the distribution of Indonesian citizens (2) Human resource constraints (3) Inadequate facilities (4) Equipment Damage.
